Adhere to data empowerment and regard data security as the "lifeline" of digital government.
On April 19th, the 25th meeting of the Central Committee for Comprehensively Deepening Reform deliberated and adopted the Guiding Opinions on Strengthening the Construction of Digital Government (hereinafter referred to as the Guiding Opinions). When presiding over the meeting, the General Secretary of the Supreme Leader stressed that it is necessary to fully implement the strategy of strengthening the country through the network, widely apply digital technology to government management services, promote the digital and intelligent operation of the government, and provide strong support for promoting the modernization of the national governance system and governance capacity. Recently, the "Guiding Opinions" was officially issued by the State Council. The publication of the document indicates that China’s digital government construction has a master plan, a general strategy and a road map, and has embarked on the fast lane of reform and development.
In recent years, Beijing has conscientiously implemented the work arrangements of the CPC Central Committee and the State Council. Under the strong leadership of the Municipal Party Committee and the Municipal Government, around the digital transformation of the government, with the goal of improving the sense of gain of the enterprise masses, it has continuously improved the top-level design of the digital government and accelerated the construction of digital government with digital services, digital supervision and digital business as the core. It has achieved remarkable results in serving the high-quality development of the capital, optimizing the business environment and improving the efficiency of government affairs. The satisfaction, sense of gain and happiness of the enterprise masses have been significantly improved. Below, I will talk about the knowledge and understanding of digital government construction from five aspects.
First, adhere to the leadership of party building, and always uphold and strengthen the party’s overall leadership over the construction of digital government.
"Party, government, military and civilian studies, east, west, north and south, the party is leading everything". The leadership of the party is the fundamental guarantee for doing all the work well. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has made a series of major arrangements around the implementation of the strategy of strengthening the country by network and the strategy of big data, and made new progress in all aspects. The Fifth Plenary Session of the 18th CPC Central Committee clearly proposed to implement the strategy of strengthening the country by network and the national big data strategy, and the 19th CPC National Congress proposed to build a strong country by network, a digital China and a smart society. In the 14th Five-Year Plan, a separate chapter on "Improving the level of digital government construction" was set up, which further clarified the task of digital government construction. Accelerating the construction of digital government is an important starting point for thoroughly implementing the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, building a network power, a digital China and a smart society, and is also an important engine and urgent need for comprehensively modernizing the national governance system and governance capacity and building a service-oriented government that people are satisfied with. At present, the construction of digital government has entered a period of all-round acceleration. We must give full play to the leading core role of the Party in taking the overall situation into account and coordinating all parties, and stick to and strengthen the Party’s all-round leadership throughout all fields and links in the construction of digital government. Under the unified leadership of the Party Committee, governments at all levels should thoroughly study and implement the spirit of the important speech of the Supreme Leader General Secretary on the construction of digital government, fulfill the main responsibility of the construction of digital government, carry out all the decisions and arrangements of the central government to the letter, plan and implement all the tasks of the construction of digital government, and ensure that the reform is striding forward in the right direction. Secretary Cai Qi has repeatedly stressed that it is necessary to strengthen the construction of digital government.Let the people run less errands and run more data, and make clear arrangements for formulating and implementing smart city actions, building a digital government, a digital twin city, and promoting digital transformation after receiving complaints. Mayor Chen Jining made several special dispatches, and promoted the establishment of the city’s leading group for big data work, which he personally chaired, fully implemented the national big data strategy and strengthened the requirements of informatization work, timely studied and solved major problems affecting the construction of digital government, and ensured the systematic, all-round and high-standard promotion of all work in the construction of digital government.
Second, adhere to the overall coordination and strengthen the top-level design and work coordination of digital government construction
The construction of digital government is an overall requirement and a strategic move, and it is a systematic project to promote the government’s administrative operation from a fragmented and closed structure to an open, collaborative and cooperative one. To help the transformation of government functions with digital reform, we must adhere to the overall layout, break the barriers between regions and departments from the top-level design, and adhere to "one map planning, integrated deployment, and a chess game" to form a joint effort of all parties. In response to the requirements of the Guiding Opinions, all localities should strengthen unified leadership over the construction of digital government and list it as the "number one" project. Starting from the height of overall planning, they should formulate plans and top-level designs, improve supporting systems and working mechanisms, clarify the promotion path, provide solid guarantees, and ensure scientific, efficient, solid and powerful organization and promotion. In recent years, under the unified leadership of the Municipal Big Data Work Promotion Group, Beijing has adhered to the idea of promoting overall coordination. Planning documents and implementation plans at different levels, such as the Action Plan for the Development of Smart Cities in Beijing during the Tenth Five-Year Plan, the Action Plan for the Construction of Digital Government in Beijing (2021-2022), the Implementation Plan for Digital Services in Beijing, and the Work Plan for Innovating and Strengthening the Supervision after the Event and Building an Integrated Comprehensive Supervision System in Beijing, have been formulated successively. It also focuses on digital reform tasks in areas closely related to corporate satisfaction, such as government services, market supervision and law enforcement, and business environment reform. It has set up a special digital government work class and set up a professional operation company, forming a work pattern with overall layout, urgent need priority, commonality and overall planning.Comprehensively strengthen the overall planning and work coordination across departments, levels and fields. For example, the construction of digital services is guided by the "one thing" from the user’s perspective, focusing on the whole life cycle of individuals and enterprises, comprehensively sorting out the policies, matters, processes and handling channels involved in the scene, strengthening the support of technology empowerment and digitalization, and creating an integrated service of "one notification, one application form, one acceptance and one communication" through measures such as departmental collaboration, policy collection, process reengineering and data sharing. The construction of digital supervision is the first in China to establish a "6+4" integrated supervision system after the event. Six supervision methods, including risk supervision, credit supervision, classification supervision, science and technology supervision, collaborative supervision and co-governance supervision, are used to implement scene-based comprehensive supervision in 11 fields such as catering, medical care and pension. Digital business construction promotes the closed-loop management of the whole process of urban two-level reform tasks, from online distribution, handling, supervision, statistics, to "last mile" monitoring and evaluation, and realizes the coordinated promotion of reform tasks.
Third, adhere to the people-centered development thought and better meet the urgent needs of the people for a better life.
"Satisfying people’s yearning for a better life should be the starting point and the end result of digital government construction". This argument clearly shows that the construction of digital government is an important project that takes the people as the center and starts from the needs of the people to provide better services for the people. Therefore, when promoting the construction of digital government, all localities should firmly establish the people-centered working concept, and take better meeting the people’s urgent needs for a better life as the core goal and the first priority of digital government construction. In the process of promoting the construction of digital government, Beijing has firmly grasped the "bull’s nose" of serving the people, and widely applied various digital technologies such as blockchain, artificial intelligence and big data in the fields of government services, public services, supervision and law enforcement, business environment, and handling complaints immediately, and comprehensively promoted the digitalization and intelligence of government operation mode, business process and service model, effectively promoted the quality change, efficiency change and power change of administrative management and service, and promoted the government reform decision to be more scientific, powerful and dynamic.
Digital services have been strengthened, and an online government service system covering four levels has been built, with a total number of online users reaching more than 39.7 million. Except for special circumstances such as confidentiality, all government service matters should be handled on the municipal government service network, and 97.98% of the matters can be handled online. More than 1,100 matters can be handled in four mobile channels, and more than 230 services can be handled nearby on 2,832 self-service terminals. 116 items and 142 items of high-frequency services have been run nationwide, and 242 items of "Beijing-Tianjin-Hebei+Xiong ‘an" have been run in four places. Personalized services such as guided service guide, online guidance and user space have been continuously improved, and the integrated service experience represented by "online service, handheld service, self-service, intelligent service and inter-provincial service" has been continuously optimized, which has significantly improved the service ability and service efficiency of convenience and enterprises.
Strengthen digital supervision, explore the supervision of "one code co-governance", integrate Beijing city code with electronic business license enterprise identity code, and support the application of enterprises, regulators and other parties. By scanning the code, enterprises can receive the "compliance manual" pushed by the direction, carry out compliance self-inspection against it, and promote the autonomy of market entities; The supervision end can realize "code scanning and inspection according to the single sheet", view the information of the inspection object in real time, and implement the closed-loop inspection process against the inspection list to realize full transparency of the supervision process.
Strengthen digital business, build a three-level unified service package work platform for cities, districts and streets (towns), and form a working mode of "unification, separation and coordination", timely grasp the development situation of key enterprises and key industries, accurately judge the development trend, provide more accurate and precise services for enterprises, and help high-quality economic development. At present, it has supported the demand docking service of nearly 10,000 enterprises in the city, and provided the closed-loop management of the whole process of demand, such as enterprise inclusion, demand collection, demand distribution and feedback implementation, as well as the joint evaluation function with the 12345 enterprise service hotline.
Strengthen the digital transformation of handling complaints immediately, promote the intelligent construction of the 12345 citizen service hotline platform, use big data analysis, intelligent algorithms, artificial intelligence and other technologies to build scene applications such as intelligent acceptance, intelligent bill dispatching and intelligent return visit, improve the accuracy of bill dispatching and citizens’ perception, and promote the extension of handling complaints immediately to the Internet. At present, there are 17+N network channels to realize full-time acceptance. Establish a unified public opinion appeal database, collect more than 53 million records of people’s complaints, more than 2.7 million corporate data and more than 7,500 community (village) point information, analyze the pain points of people’s livelihood through big data, establish a "one question per month" mechanism, and strengthen active governance and source governance for the "urgent difficulties and worries" of corporate people.
Fourth, adhere to the concept of system and build an interconnected, intensive and efficient digital government platform system.
The information platform is the cornerstone to promote the construction of digital government, and it is also the necessary support to promote the technical integration, business integration and data integration of various departments, and to improve the collaborative management and service level across levels, regions, departments and businesses. According to the principle of intelligent and intensive, we should strengthen the overall management and scheduling of basic resources and services, the intensive construction and sharing of common application capabilities, and integrate and build a digital government platform support system with reasonable structure, interconnection, intensive efficiency, security and controllability. Beijing has deepened the overall design of the "four beams and eight columns deep foundation" of a smart city, and formed a "seven connections and one leveling" common support base including city code, space map, basic tool library, computing facilities, perception system, communication network, government cloud and big data platform (abbreviated as: one yard, one map, one library, one calculation, one feeling, one network, one cloud and one leveling). Consolidate the "trinity" common ability of technical support, business support and data support, form a "implementation map" of digital government affairs, provide intensive, secure and intelligent common resources and services to the whole city, and comprehensively promote the coordinated development of digital "one chess game in the whole city". For example, the common functions such as electronic seal and electronic certificate have been widely used in the field of government services. 4,412 electronic seals of government departments have been engraved and applied for 26.42 million times in the acceptance, correction and approval of government services, and 120 million pieces of electronic certificate data in 573 categories have been collected and applied for 21.48 million times in the scenes such as no submission of office materials and mobile display of certificates.Building a unified directory blockchain in the city, bringing together 31,000 data items and 34 billion government affairs data from 57 municipal departments, supporting more than 150 business application scenarios in urban areas such as epidemic prevention and control, monitoring of resumption of production and work, guarantee of major activities, and brain construction of regional cities; Promote the unified application of "Jingtong", "Jingban" and "Jingzhi" for service, office and decision-making, and enrich and enhance the service functions of smart cities. For example, in order to help prevent and control the epidemic situation in the capital, Beijing Health Treasure was launched, which can display personal health code, nucleic acid test results and vaccination status by scanning or flashing the code once, and provide functions such as "old and young health code to help query", "other people’s health code to query", "nucleic acid vaccine service query", "visitor information register" and "Jingxin help" on the basis of functions such as scanning and registration, so as to let the public.
Fifth, adhere to data empowerment and regard data security as the "lifeline" of digital government.
As one of the five major factors of production, data plays a more and more important role in the digital age. In the construction of digital government, all localities should vigorously improve their data governance capabilities, accelerate the activation of the potential of data elements, and develop and utilize data resources in an orderly manner. At the same time, they should adhere to the concept of safe development, strictly implement the requirements of the Data Security Law and the Personal Information Protection Law, strengthen data security, and regard data security as the "lifeline" of digital government. In recent years, Beijing has continuously strengthened data governance, focusing on the needs of high-frequency sharing applications in the process of handling matters in the field of government services. It has cleaned 357 types of government service-related data in three batches, and has gathered 250 million pieces of cleaned data to the city’s big data platform to ensure timely, complete and accurate data availability, and promote data sharing, process optimization and business collaboration. At present, the data resources of national and municipal big data platforms have been fully utilized, and they have been applied in high-frequency scenes such as epidemic prevention and control, house purchase qualification review and provident fund withdrawal for over 3.3 billion times. At the same time, make full use of the opportunity of the national business environment innovation pilot, promote the docking of 18 private networks and 22 systems of the State Council departments, call 22 types of electronic licenses and 88 data of the country, and support the application scenarios of 500 enterprises in the city, such as mass work and departmental supervision, and achieved positive results. For example, the time required for the examination and approval of the purchase qualification, which originally took one working day, was reduced to less than 30 minutes, and the time limit for examination and approval was over 90%. Deepen the innovation of data-driven operation, understand user behavior, find blocking points and blocking points through data embedding in the process of handling government service matters,Carry out optimization and rectification, and at the same time, focus on 21 quantifiable indicators such as time reduction, link reduction, running reduction and immediate operation rate in the process of handling. Scientifically carry out the "internet plus" evaluation of business environment, establish a data sharing and analysis system for the city’s business environment evaluation, build an evaluation index analysis model, dynamically monitor the business situation, assist all districts and departments to judge the effectiveness of the reform, and further enhance the accuracy and effectiveness of the reform. In order to keep the safety bottom line, Beijing strictly carries out data classification management, which is divided into four categories according to the attributes, characteristics and influence degree of the data, and combined with the scale and degree of influence, a safety supervision mechanism with clear responsibilities and clear division of labor is formed. At the same time, we will carry out data security operation, and build a systematic, streamlined and closed-loop management data security operation system through the organic integration of personnel, processes and tools from multiple dimensions such as data asset management, threat monitoring and identification, early warning, analysis and judgment, and disposal.
At present, China has started a new journey of building a socialist modern country in an all-round way, and accelerating the construction of digital government is not only to meet the growing needs of the people for a better life, but also to promote the modernization of the national governance system and governance capacity, which puts higher demands on all party member cadres’ network literacy and digital skills. We must raise our awareness, develop our thinking and improve our skills, so as to promote the all-round and systematic digital transformation of the government, better meet the needs of enterprises, better serve the construction of a new development pattern, and promote the formation of the China standard for building a high-quality digital government, so as to contribute China wisdom and provide China’s solutions to the development of digital civilization in the world.
